Hello

Kristin Baillie is the District Behavior Specialist and MTSS Coordinator for Edenton-Chowan Public Schools and a doctoral candidate in Leadership & Innovation at Arizona State University. She studies how narrative identity, counterstorytelling, and intersectionality illuminate student experiences with exclusionary discipline in rural settings. Her dissertation, Countering Exclusion: Stories of Intersectionally Marginalized Youth, uses qualitative narrative inquiry to analyze how race, gender, disability, and place shape disciplinary encounters and belonging.

Kristin holds an M.Ed. from Elon University, a B.S. in Elementary Education from Elizabeth City State University, and licensure in ESL, AIG, and Special Education. She leads districtwide MTSS systems development, restorative practice implementation, and behavioral intervention design. Her recent projects include the RE³ restorative ISS model and L.E.A.D. data analysis protocol. She is also a 2025–2026 NC Public School Forum Education Policy Fellow and National LiberatED Fellow.
